I'm trying NOT to be cynical here. Maybe someone could help me to understand this situation.

But the deadline was extended by two years to help more than 5,000 individuals and families still struggling to rebuild their lives. At its peak, 143,000 households along the Gulf Coast were located in temporary housing units.

So, if I understand this correctly, AFTER FOUR YEARS and THREE extensions of the govt. providing FREE housing, 3,400 people out of 143,000 households, STILL cannot find the means to support themselves??
The last statement of this article is what REALLY blew me away:

NOW I realize that just above that the article states that most of these people are elderly or disabled BUT HOW were these people affording their lifestyles BEFORE Katrina??
