I think this is just another smoke screen to try make obama look like he is trying to help the common folk. I do like the part about not issuing cards to anyone under 21. I'm sure giving some people notice that they are late paying and their interest rates are going up will remind some to pay their bill, but it is no help at all to people that are out of work and can't pay anyway. Capping the rates is the only way to stop the cc companies from gouging people. If they would run the business right, they could make a good profit at the lower rates.
