It looks like a fantasy knife to me.

If I had to guess I'd say it was made near one of the military bases in the Phillipine Islands. I see similar stuff at many of the bases overseas, sold mostly as trinkets to mail home to the family or use as an inexpensive souvenir or reminder of the station.
