HR-45 Blair Holt's Firearm Licensing and Record of Sale Act of 2009

This bill has no amendments.
Amendments to H.R.45

Blair Holt's Firearm Licensing and Record of Sale Act of 2009 - Amends the Brady Handgun Violence Prevention Act to prohibit a person from possessing a firearm unless that person has been issued a firearm license under this Act or a state system certified...

This bill pertains to "qualifying firearms"; from HR45:

The term `qualifying firearm'--

`(A) means--

`(i) any handgun; or

`(ii) any semiautomatic firearm that can accept any detachable ammunition feeding device; and

`(B) does not include any antique.'.


This is a quick synopsis of HR45:

* You will have to carry a photo ID firearms license.

* A training class is required to be licensed.

* Disclosure of your storage method is required for license.

* A thumb print is required for license.

* Every sale recorded by the federal government.

* If you move, and don't tell the Attorney General within 60 days,
you are a criminal.

* If a firearm is stolen and you don't report it, you are a
criminal.

* There will be no grandfathered firearms.

* If you do not obtain a license and report each and every firearm you currently own, you are a criminal.

* There will be a license fee and a fee for the "services" provided
at purchase time.

* Licenses must be renewed every 5 years.

* On premise inspections for compliance by government agents.
(The question here is if you are not home for one of these unannounced inspections will these "inspections" be conducted using the same forced entry methodology that they use when serving a warrant?)

The Bill, H.R. 45, is dated 6 January, 2009, and the liberals are already on the move to quickly speed things through congress.

What part of "shall not be infringed" don`t they understand?

The scariest part of the bill is:

* On premise inspections for compliance by government agents.

Didn`t Hitler do this in the 30`s?

I don't think this one will pass. Specifically, where and who is going to cough up the money fund the enforcement of it.

Now HR-17 on the other hand looks really nice

I doubt that even Sarah Brady thinks THAT registration bill will fly.

I think this proves we still have someone in office that knows what goes on in the real world. I think the author of HR-17 needs commended for his actions.

Where's the money gonna come from to enforce that? Polosi's jet budget?

In the bill it says license fees and service fees. So if you license a million gun owners with a license fee and add in a service fee per gun it will add up quick. So if they hypothetically set it at $100 per license per year and $20 per gun we pay their budget. I didn't see a section on a schedule of fees. This would also establish a method to make it too expensive for the average person to own a gun. Sort of an underhanded sneaky method of getting rid of gun ownership. Your constitutional rights would remain in effect without any changes, however only the rich would own guns. Similar to what King George had going on in England in the 1700's.
