Joe Biden: ?We Have to Go Spend Money to Keep From Going Bankrupt?

HUH? This boggles my mind. Where does Biden get the money from to spend to stop going bankrupt? Can someone please explain in simple economics how this works?
Can I use this idea for my personal finances?
