texas law HB 1815/ Gun carry law

can some one spell this one out in plain english? I think what this law means is, as long as your handgun is concealed you can cary it in your vehicle? can someone shed some light on this one?

That's the way I understand it.

Last year when I asked my LEO buddy about it, he basically said it's up to the officer's discretion.
